thetravellerjr @jamiemtyler54 hi, I remeasured and updated the photo. This is taken with dress buttoned up and at full stretch. Material is not stretchy but is crinkly. It is just on the smaller side of 21”. It won’t budge more than that. It is flowy from waist down.
