Low Waist Tropical Dress

Low waist dress with pleating detail at the neckline. A beautiful, full, feminine, sweeping skirt with a wide band at the waist and tropical flower pattern. It's a beautiful dress, it just never fit me like I wished it would:( Hoping someone else can give it a good home. Under arm to under arm 17 1/2" Hips 19" (this is where the low waist seam falls) Waist 15 1/2" Length from back neck to hem 47 1/2"
