Vintage Blue and White Polka Dot Dress

Vintage 1990s possibly homemade dress, blue top with white and blue polka dot skirt dress. Excellent used condition with minor pilling. Button closure at the back of neck. No size or tags of any kind of the dress, but it fits like a small or medium. Waist is elastic and stretches to 16 inches laying flat. Bust stretches to 22 inches laying flat. Cat friendly, nonsmoking home.
